With the development of the socialist market economy, China’s surplus labours in thecountryside has seen a massive wave of migrant workers. Rural labor’s occupation changed fromagriculture to non-agriculture, which made great contributions to the development of society.However, due to the urban-rural dual structure and the registration system, hundreds of ruralmigrant workers only work in city and live in rural. Derived from this, a large number ofleft-behind people appeared in rural areas. Those left-behind people are faced with variousproblems: the education, life, the pension and so on. These problems have been beyond the scopeof the rural households, which become the new social problems. These problems have causedthe concern of the Communist Party of China and government and become a hot issue ofacademic discussion. This paper has important theoretical and practical significance to solvethese problems.In this paper, we try to solve the problem of the left-behind people in the perspective ofpublic policy, and the paper is divided to four chapters. The first chapter elaborates the researchbackground and significance, the research situation at home and abroad, the related concepts andthe main research content and innovation of this article. The second chapter describes thesituation of the problems of the left-behind people, including: the large scale of this group,numerous difficulties,the problem of left-behind people in the field of public policy. The thirdchapter describes the main reasons of the problem in the view of public policy, including: thelong-standing urban-rural dual structure, the implementation of the relevant policies, the absenceof related policies; the hysteresis of public policy, the weak policy objectives. The fourth chapterdescribes the measures to solve the problems of the left-behind people in the view of the publicpolicy. including: the government, the social organization(the Women’s Federation, theCommunist Youth, NGO) and the mass media,which should play a role in the process of solvingthe problem.The purpose of the topic is to rich the research, lead to further concern of the communityand provide some theoretical guidance for solving the problem in time.
