In the increasingly serious aging of Chinese society and the changing of old cadres background, the veteran community service management, to strengthen the system innovation, function transformation, formulated in line with the worldly affairs, conditions of the old cadres policy and aging policy, with very important significance.From the perspective of the government and the work of the veteran cadres, the aging trend of the population, the work of the old cadres face the work transformation requirements. Under the control of the aging law, the traditional ideas and methods of the old age gradually began to shift to the society. With the economic system reform, housing system reform, pension system reform, and relocation of urban and other major factors, the social mobility of the old cadres is constantly enhanced, residence is increasingly fragmented, service demand is increasingly diverse, personalized, relying solely on the work of the original units and old cadres can not fully meet the needs of the old cadres. Therefore, it is imperative to speed up the best working mode, which is related to social resources and community resources. By combined with the old cadres policy and community construction theory, and study how to use community resources of good old cadres, even the elderly pension problem solving, make them enjoy old age, is conducive to maintaining social stability, and promote the harmonious development of the community health, consolidate and strengthen the party’s ruling position, do a good job of veteran cadres in the new period work has important practical significance.The theoretical basis of the system of retired cadres of the CPC Central Committee established 30 years since I of the cadres policy, old cadres and cadres work a series of discussion and community related theory as the foundation, by means of political science, public administration, public policy etc., through to Bishan District retired dry of in-depth interviews, questionnaires, and community full-time staff have an informal discussion and to the community volunteers issued in the form of questionnaire survey, clarify the from retirement cadre community old-age status, identify from retirement cadre community endowment service management problems and cause analysis, finally aiming at solving these problems are put forward to enhance the Bishan District retirement cadre community service management level from the main countermeasures.The first part is the introduction, through the research background, the research significance, the research status quo at home and abroad, and the research contents and methods of the research, the limitations and the novelty of the research;The second part is the concept definition and theoretical basis. One is to find out the main body of the article, and to clarify the meaning of community service management. Three is the theoretical basis of community management, public service and public sector human resource management, which is based on the theory of community management;The third part analyzes the present situation of the service management of retired cadres in Bishan district. By investigating the structure of the retired cadres in Bishan District, the basic situation of community and the management of retired cadres in Bishan District, this paper summarizes the basic methods and results of the retired cadres community service management in Bishan district;The fourth part is to find the problem, analyze the reasons. Through visits, issuing questionnaires and interviews and other ways to find out the main problems of the retired cadres and community service management in Bishan District, and analyze the causes of the problem, in order to propose countermeasures and suggestions for the right direction;The fifth part is the countermeasure research. In view of the reasons for the search, according to local conditions to develop countermeasures, especially from four aspects. Is from the ideological work, strengthen the propaganda, to resolve the old cadres on the pension community misunderstanding; second is to strengthen the team construction, integration of all human resource, strengthen the training, to maintain the stability of the team; three is to make full use of the resources of retired veteran cadres and encouraged to join the community to help the elderly volunteers; four is to strengthen the system construction, the implementation of special funds.
