Research On The Community-based Service And Management For Retired Cadres Of The Government Organs

With the aging of the population developing, social pension issue has become an important social development issue. This paper studies on the organs and units of the elderly retired,whose quality of endowment insurance is better than that of other age groups. With social pension system developing, the work of veteran cadres and old work in the service of security is becoming more and more integration and development trend. But the old cadre work mode is not dominant in the new situation: service content is relatively dull, service resources can’t be shared, service standards are not consistent, but retired decentralized service difficulties, it’s difficult to meet the demand of diversification of retired. In this case, the organs and units of retired cadres service and management can follow the pattern of the past no longer. It must explore new ways and paths to serve the ages. In comparison Chinese main pension mode, this paper claims that to change the unit’s service management mode into community service management model, to separate the service and management which is originally supplied by the unit’s from the original units, and to undertake by the community. Based on the analysis of H community retired service management practice, and the community endowment service needs of units and organs retired workers who’s in the H community via the empirical research for quantitative analysis and qualitative analysis, it founds that community can’t provide better service and management to retired cadres than that is provided by the unit’s mode, due to lack of community capacity building and the cause of mechanism. It has much predicament for the community in the process of undertaking the retired service and management, such as the lack of determination for the government withdrawing from the retired service and management, full of worries by retired cadres. On the basis of research and analysis, this paper puts forward the tentative idea from the strategic level, the concrete operational level and the gradually advancing strategy for the future, and provide the reference which can connect the retired cadres service with the aging social service system, and popularize the community-based service and management for retired cadres of the government organs.
