Discussion On The Community-based Management Model Of Retired Cadres Of The Party And Government Organs

Retired cadres of the party and government organs in China are precioustreasure in our party and country, so it’s the common responsibility of the wholesociety to do a good job on management services for retired cadres. After retiringfrom the Party and government administrations，those retired cadres, as well as otherretired people, also have to get adjust to the new life, develop their personalities，meet the needs of society’s values, and keep healthy.All of these days, the management of retired cadres in our party and governmentorgans has been basically adopted by the pattern operated by government andcontrolled specifically by subordinate departments, in order to meet the requirementof cadre four modernizations. The both closed and decentralized management modelcan not adapt to the development of economy and society, neither can it meet thephysiological, psychological and social needs of the retired cadres. The authorrealizes that in order to adapt to the development of this situation, it is inevitable toestablish a community party organization as a basis, a community service as a carrier,and a community service network of community management model, which becomesthe choice of the party and government organs of retired cadres management.This paper is divided into four parts: the first part is an introduction, mainlydiscussing the purpose of this thesis. The second part elaborates the basic concept ofmanagement in retired cadres of the party and government organs, introducing retiredcadre management concepts, the main content, retired cadre management pattern andtheoretical basis. The third part focuses on the necessity and feasibility of theimplementation of the community management of party and government organs. Thefourth part mainly elaborates the mode of basic conception and the implementation ofstrategy about the community management of the retired cadres.
