Community Community Participation In Community Governance Research

The 18 th Party Congress requires to speed up the formation of social management system and emphasizes the authority-responsibility relations between multiple social management agents should be guaranteed by the principle of rule of law. The Third Plenary Session of the 18 th Central Committee of the CPC puts forward a clear message to ’promote the modernization of national governance system and governance capacity’, to ’speed up the formation of scientific and effective social management system’, to ’improve the way of social governance thus vitalizing social organization’, and stresses that ’we should seek truth from facts, keep up with the times, be realistic and pragmatic, base ourselves on reality in everything we do, summarize successful domestic experience, learn useful experience from other countries, and boldly promote innovation both in theory and practice’ from a strategic height of comprehensively deepening the reform. All these policies show that China is about to experience an important transformation of social management mode, the point of which is to form a social order maintenance system that fits into the accelerated transformation of market economy. Therefore, it is urgent to build and implement a mode of community organizations’ participation in social governance adaptable to the economic and social development.Based on the case of Xuhui District Green Matron Studio’s participation in community governance, the study analyzes the role and status quo of social organizations’ participation in community governance through theoretical analysis, case analysis and other research dimensions. Integrating other countries’ advanced practical experience in China’s actual situation, it also put forward some optimization measures for community social organizations to participate in community governance, including perfecting laws and regulations on the operation of social organizations, using new media to expand the influence of social organizations, making full use of human resources configuration to increase social organization and management efficiency, building an equal and co-operational relationship between government and social organizations, bridging diverse fund channels for organizing social groups, and improving the credibility of social organizations with the aid of evaluation and supervision system, etc.The dissertation consists of the following five parts.The first part is introduction, mainly introduces the background and research significance of the dissertation, the status quo of the relevant research both at home and abroad, and the research methods and content.The second part expounds the basic concepts and basic theory involved in the dissertation, including the definition of ’community’, ’community governance’, ’social organizations’, ’community social organizations’, and the interpretation of the governance theory and new public service theory. This part aims to provide theoretical basis for the study.The third part analyzes the present situation and plights of community organizations’ participation in community governance, and penetrates into its relative causes based on the case of Xuhui District Green Matron Studio by studying the construction and development of social organizations as well as its operation mode.The fourth part focuses on the analysis of several foreign modes of community social organizations’ participation in community governance. It acquires valuable inspiration and reference through the comparative study of relative practices in the United States, Australia and other foreign countries.The fifth part aims at optimizing the mode of social organizations’ participation in community governance in China. Specifically speaking, it puts forward some targeted optimization measures and countermeasures based on the recognition of present situation and predicament faced by the community organizations to participate in social management.
