A Research On Urban Community Governance In The Perspective Of Social Governance-Exemplified By Huale Community In Yuexiu District Of Guangzhou

It is stated in the 3rd Plenary sessions of the 18th Communist Party of China Central Committee that we need to develop new forms to improve our ability in social governance to ensure the comfortable living of people and stability of the society,which include adopting grid management and socialized service system,developing a comprehensive social service platform at community level,resolving the demand of the public promptly and locally.The guideline does not only indicate the transformation from the management of the society to governance,but also sheds light on the innovations to make on social governance.The strengthening and improving of urban community governance is the key to the breakthrough in innovations of social governance,as it has huge impact on resolving social problems of the whole society under the new conditions and is indispensible in ensuring public order and achieving social harmony and stability.As a pioneering city in economic development,Guangzhou has made many innovations and attempts in social governance and has made substantial achievements in both social governance and community governance.Being a central area of the old Guangzhou as well as once the pilot zone for deepening the reform and innovation in social governance on community level,Yuexiu District has learned from the experiences of other communities in different cities and reflected on its own community governance,which has contributed to building of the present community governance mode both theoretically and practically.Employing the methods of research,case study and contrastive study,this article discusses the governance of urban communities in Huale neighborhood in Yuexiu District of Guangzhou(where the author currently works in)from the perspective of social governance innovation.It starts with a summary of studies concerning community governance home and abroad and then explains key concepts such as community governance,grid management,community autonomy and social organizations as well as theories relevant.Taking Huale neighborhood in Yuexiu District of Guangzhou as an example,it states the key practices adopted to further the innovation of community governance,recognizing its achievement as well as the following problems:misconception on the role of the government,failure to provide the best possible service,overlook on people's actual demand,lack of participation of the public,etc.It also analyzes the factors accounting for those problems such as government function,grid management,involvement of the public and social organizations.In the end,building on the achievement we have made,it proposes solutions on how to improve urban community governance by means of clarifying the function of government,enhancing grid management,motivating other stake holders rather than the government and implementing policies suitable to local conditions.
