Research On The Path Optimization Of Community Social Organization Participating In Community Governance

Adhering to and improving the social governance system of co-construction,co-governance and sharing is a strategic measure had been put forward at the fourth plenary session of the 19 th CPC central committee.Social governance should be formed a seven-dimensional system.Today,with the community system gradually maturing,community governance should follow the pace of social governance.Promoting the standardization,socialization,informatization and institutionalization of community governance,which is undoubtedly of great significance for the construction of a social governance pattern of co-construction,co-governance and sharing.Community governance requires the the Communist Party of China,the government,the society and the residents to continuously interact with each other around the community issues.Community social organization is initiated and established by the residents or organizations in the community.It serves the community residents and exists as one of the pluralistic subjects of community governance.Community social organization play an irreplaceable role in providing public services,promoting the transformation of government functions,mobilizing community residents to participate and cultivating community spirit.The participation of community social organization in community governance not only conforms to the logical meaning of governance,but also is the realistic need of constructing a modern community governance system.Due to the late start of the development of community social organization in China and their uneven capabilities,the perfect community governance system has not yet been established.So there are still many problems in the participation of community social organization in community governance.The main content of this paper consists of five parts.The first part mainly defines the core concept of the article,that is,the meaning of community social organization and community governance.At the same time,this part introduces the theory of socialist consultative democracy and the theory of networked governance,which are used as the logical analysis framework of this paper.The second part reviews the historical evolution process of community social organization participating in community governance,focusing on the achievements of community social organization in the quantity,type and regional development and the effectiveness ofcommunity social organization participating in community governance since the development of community construction movement in China.The third part,from the perspective of the case,discusses the process of Green Land Adoption Service Group,"Voluntary Steward",and Happy Living Art Studio participate in community governance,with an emphasis on exploring their achievements in the process of participation.The fourth part points out the problems in the participation of the three organizations on the basis of case analysis,and demonstrates the causes of the problems comprehensively within the framework of theoretical analysis.In the last part,with the help of theoretical advantages,the author puts forward the corresponding countermeasures from four aspects: top-level design,organizational construction,unblocked participation channel and cultivation of community spirit.
