Research Of "Interaction Among The Community,Social Organization And Social Work Team" Mechanism Of The Community Governance In Quanzhou

Nowadays,community is the basic unit of city's social work,and its service level has a direct influence on residents' happiness index to a great extent.Promoting social organization and social worker to take over part of government function has become a significant move in the transformation of government management and the innovation of social management.In order to improve departments' working efficiency and meet residents different-levels service needs,Quanzhou government takes the initiative in moving down government public service resource,bringing in professional social organization to offer service,and putting forward with “linkage of community,social organization and social workers” mechanism to promote community service construction.This linkage mechanism is built by community,modern system of social work and social organization.For one thing,it forms a promising situation that three factors have complementary advantages,share resource and achieve common progress.For another,it takes shape of social management's new pattern in which government and society work jointly and pick up slack for each other.Gradually promoting the development of this mechanism,efficiently preventing and taking care of social conflict and contradiction at the grassroots level,harmonious and happy development of society and community can be implemented.This paper depicts the current situation of linkage mechanism participating in the community management of Quanzhou,and analyzes existing problems and their causes.Linkage mechanism of Quanzhou has made a number of achievements,but still has some problems,such as lacking awareness of the importance of community management,limited capacity of self-government of community committee,poor resource and method of community management,weak awareness of participation of community citizens,unperfect social organization in community,etc..To find out a new path suited linkage mechanism participating in the community management of Quanzhou,this paper chooses a number of typical management models of communities from home and abroad,making study and comparison on their community management model,so as to put forward some suggestions on community management of Quanzhou,for example,strengthening leadership,increasing investment on community construction,strengthening team building of social organization and social worker,increasing community awareness of community citizens,cultivating good community culture,and so on.This paper has seven parts.The first part is introduction to the study background,logic,method and literature review from home and abroad.The second part is concept definition,mainly explains the linkage mechanism and analyzes how community,social organization and social workers work in this machanism.The third part is case analysis,in which base situation of this mechanism taking part in community management of Quanzhou will be analyzed.The fourth part is problem and cause study,in which existing problems and their causes will be studied.The fifth part is comparison between community management model from home and abroad,in this part a number of typical model of community management will be analyzed and compared.The sixth part is evolving scheme of linkage mechanism participating in community management of Quanzhou.The seventh part is the conclusion of this paper and room for improvement.
