The housing is a basic condition for the existence of mankind, as long as the man exists, they cannot get away from the demand of housing. Along with the progressing of urban housing system reform, the market mechanism has already started to permeate to the housing realm, performing a basic role in allocating housing resources. Because there exists market failure, the middle and lower income stratums usually show insufficient paying ability. As for them, without the help of government, it is impossibly to resolve the living problem or improve the living conditions. The affordable housing and subsidiary rental housing are important components of the current urban housing social security system, and were helpful to those problems. But a lot of problems have appeared during the process, which request us to re-consider the system. Therefore, resolving the fair problem of the housing realm, setting up an even urban housing social security system have become very important to an harmonious society, and need to strengthen theoretical research urgently.The housing social security system is one of the core contents of the housing policy of all countries. All countries drew up specialized housing development plan and policies to resolve the housing problem of middle and low income families. This paper carried a comparable research among the United States, England, Germany, Singapore and so on, and got some important implications from the fields including housing supply system, housing allowance mode, rent control mode, tax-free policies, housing financial policies and the control organizations. At the same time, the researcher found the domestic and international scholars looked into the problem from the theoretic foundation, system, level, and mode of the housing social security through different discipline, including microeconomics, consuming economics, welfare economics, public management, sociology and politics, all these provide the methodology for this paper.The main work in this paper are: (1)valuated the effect of the current urban housing social security system using the statistic results of the interviews of six cities and 2250 questionnaires in Zhejiang province; (2)set up the target, principle and theoretic analytical frame of the urban housing social security system, the income line of the housing social security families, the demand forecasting model, the influence factor analysis framework, and put forward the hypothesis of an upend U curve for the housing social security level; (3)applied study in Zhejiang province, the concrete contents included: Three stage schemes in Zhejiang province of the dynamic mode, demand forecasting of Zhejiang province from 2004 to 2008, and a series of correlation analysis between the influence factors of housing social security scale withsupply amount, and with the percentage of subsidiary families. The main conclusions are:(1) Evaluated the effect of the urban housing social security policy. Investigating indicated many problems in the current system and policies: too broad target objects of the housing social security system; delayed relative law and regularities; too large scale of target objects of affordable house; lack of explicit aims, farsighted programming and stable capital source of subsidiary rental house; narrow scope, and low utilization rate of provident fund; static policy instead of dynamic one.(2) Defined the target and principles of the urban housing social security system definitely. Its basic purpose should be to make a complementary to the housing market, providing the basic housing social security for middle and low income family. The concrete target is to build up the sound housing social security system, work hard to resolve the living problem of middle and low income families, and make every family living in an appropriate house.
