Culture, as one of the measures of country’s comprehensive national strength, is the core content of the national "soft power", The development strategy of modern countries have been formed a balanced development trend of multi position, which changes from politics, economy, military such "hard power" to "soft power". Civil servant group is not only the national administrative body, but also the country of managers, the behavior of the civil servants group affects the operation of national administrative system. Under the political background of "Combating Corruption and upholding integrity", the influence of administrative culture on civil servants’ behavior becomes the new method of that how to regulate and restrict the behavior of civil servants out.The study of administrative culture began in 80 years in twentieth Century, in the course of thirty years’ research, a large number of scholars had been developing and enriching the theoretical system of administrative culture, the research contents involve administrative ethics, administrative morality and administrative thought, administrative concept, administrative psychology, administrative concept and administrative organization culture. This article studies the effect of administrative culture to civil servants in Houma,which bases on the research of local administrative culture characteristics and development status. This article, around the theme, mainly discusses the research situation, administrative culture and civil servant behavior theory, Houma city’s administrative culture, development status and influence to civil servant behavior, Houma city administrative culture and civil servant behavior problems, the countermeasures about the reform of the administrative culture norms of civil servants behavior, and so on. This article bases on the mechanism of "administrative culture- the concept of civil servant- civil servants behavior", layer upon layer promotes the improvement and implementation of administrative culture and ensures the formation of long-term mechanism on constraint, error correction and correction of civil servants behavior.Under the influence of Chinese traditional culture, Houma around the party central committee’s strategic layout, not only promotes the five development concept positively, which contains innovation, coordination, green, open, sharing. But also promotes the development of local economy and society vigorously. Houma is in good condition under the conditions of the administrative culture development, still exists negative administrative cultures such as the idea of "official standard", "rule of man" thought and "neutral" thought, which makes some civil servants formed many outstanding problems such as "lazy administration", "defective administration" and "optional administration" in the administrative behavior. These problems hinder the promotion of civil servants’ behavior toward service, rule of law, efficiency in different degrees. Therefore, this article proposes to rely on the reform of adverse administrative culture to change the administrative behavior of civil servants, so as to create a good cultural atmosphere, and more step further to strengthen pragmatic and honest administrative thinking of civil servants, in the end, government can base on excellent administrative culture to guide and standardize the administrative behavior of civil servants.
