Civil servants are the subject of government management, the executor of government decrees and the creator of government authority. They represent their country to execute public power, so whether their administrative behavior be regulated or not has direct impact on establishing effective and clean government image and strong national system. The traditional personnel system has transferred to civil servant system with the enforcement of Civil Servant System of China in 1993, but the regulating mechanism of civil servants' behavior is still the traditional one which hasn't formed a system and put emphasis on constraints of ideological and moral education and afterwards constraints. With the deepening of reform and opening up and esp. the establishment of market economy system, the single regulating mechanism cannot match environmental needs, it is much important to study the regulating mechanism system of civil servants' administrative behavior. The thesis firstly illustrates the necessity of regulating civil servants, then analyzes the shortage of current regulating mechanism, and finally put forward a new idea, that is, through using institution theory, behavior theory and control theory to construct regulation mechanism system of civil servants' administrative behavior from the three layers of idea's inner-regulation, institution's external-regulation and technical support and form the three processes of pre-behavior, behaving and post-behaving.
