Research On The Subjectivity Of Civil Servants

As the main body of public management,civil servants should play a leading role in the practice of public management.Civil servants need to think about public management issues,clarify the direction for the goals of public management organizations,and effectively choose the path to achieve the goals of public management.This means that civil servants should have the subjectivity and play their main role.The research on the subject of civil servants has profound significance on how civil servants should exert their subjectivity to achieve public management goals,as well as on the realization of civil servants' self-worth and the construction of civil servants.This paper uses the perspective of management philosophy to explore the subjectivity of civil servants.First,clarify the connotation and characteristics of management subject and management subjectivity,civil servant subject and civil servant subjectivity.It deconstructs the personality,ability and behavioral characteristics of civil servants' subjectivity.Secondly,analyze the value of the subjectivity of civil servants.In terms of value to public management,it is mainly reflected in the value of public management mission and responsibility fulfillment and reform and development.In terms of value to civil servants,it is mainly reflected in the value of civil servants themselves and the construction of civil servants.Thirdly,the realization mechanism of the subjectivity value of civil servants is analyzed,and the main contents include four aspects: the personality of civil servants provides the value basis for the selection of public management goals,the ideological guarantee for the promotion of social fairness and justice,and the ability of civil servants to provide the material basis for promoting the solution of social problems.,the behavioral characteristics of civil servants provide direction and internal motivation for their own development.Finally,from the three aspects of the civil servants' personality,ability and behavior,it explores the way to improve the subjectivity of public service,and provides a possible basis for the construction of the subjectivity of civil servants in our country.
