Organizational citizenship behavior(OCB)is a kind of altruistic behavior that members of an organization voluntarily show,which has no direct and obvious correlation with the rewards and punishments explicitly stipulated in the organization,but can effectively improve the overall effectiveness of the organization.However,most of the research results focus on the enterprise field,and there are few researches on public servants in the public sector.Due to the different needs of the masses,the work Settings of grass-roots civil servants are more complex and changeable,and the job descriptions cannot be accurately positioned.In addition,the traditional public departments focus on the management of grass-roots civil servants’ behavior within their duties.This will lead to the reduction of grassroots civil servants’ internal service and work enthusiasm,thus reducing the work efficiency of the government.Therefore,management ideas need to be extended to the management of grassroots civil servants’ behaviors outside their duties.Organizational citizenship behavior as a voluntary altruistic behavior outside of duty,to study and even improve it is the professional characteristics of grass-roots civil servants,is conducive to promoting the construction of service-oriented government.As for how the administrative organizational culture of the grass-roots public sector will affect the organizational citizenship behavior of grass-roots public officials,this paper adopts the method of combining theory and demonstration to study this issue.Firstly,the literature related to administrative organizational culture,public service motivation and organizational citizenship behavior is reviewed and summarized,and the research hypothesis is put forward based on relevant theoretical research.Through the Delphi method,the questionnaire is designed to investigate the grass-roots civil servants in Lhasa Chengguan District.Finally,regression analysis is conducted on the data to verify the validity of the research hypothesis.The results show that,through the mediating role of public service motivation,administrative organizational culture has a significant impact on grass-roots civil servants’ OCB,which is mainly reflected in the following aspects :(1)the power distance dimension of administrative organizational culture has a negative impact on grass-roots civil servants’ OCB;Coordination,job participation,service object awareness and change and innovation have positive effects on OCB of grass-roots civil servants.(2)The power distance dimension of administrative organizational culture negatively affects public service motivation;Coordination,job participation,organizational learning,service object awareness and change and innovation have positive effects on public service motivation.(3)Public service motivation plays a partial mediating role between administrative organizational culture and grass-roots civil servants’ organizational citizenship behavior.Then,based on the diagnosis and empirical analysis results of administrative organizational culture of grass-roots public sectors in Lhasa Chengguan District,the following suggestions are put forward to improve the organizational citizenship behavior of grass-roots public officials :(1)Change the leadership style and adopt transformational leadership behavior.Specifically,it focuses on the career growth and development of grass-roots civil servants,improves their human capital through training and consultation,and authorizes subordinates to increase their sense of work responsibility.(2)Create an organizational atmosphere for innovation and improve the protection of innovation behavior.Specifically to promote democratic style of work,stimulate subordinates voice behavior,carry out collective activities,enhance the friendship of colleagues,regularly hold work seminars,and regularly hold party history,party spirit education activities,etc..(3)Pay attention to the establishment of service consciousness and cultivate the concept of service value.Specifically for the construction of service organizational culture,training grass-roots civil servants service values,and change the old work habits of grass-roots civil servants.
