As a public good necessarily needed by human society,health faced with serious supply challenges in recent years.The importance of health issues in the agenda of the international community is therefore progressing.At the same time,ensuring people's health is now becoming an important goal in China's "Thirteen-Five" Plan and in completing the building of a moderately prosperous society in all respects.Under these international and domestic backgrounds,engaging in Global Health Governance has become a key to build a Community of Shared Future for Mankind following the principle of "wide consultation,joint contribution and shared benefits",as well as to reform global governance.Thus,to deepen the research on China engaging Global Health Governance will have both epochal and practical significance.In the existing research of the scholars at home and abroad on China's engagement in Global Health Governance,the perception stands oppositely.The scholars at home think that China's engagement is constructive,while scholars abroad challenging.This paper argues that,the perspective of Communities of Practice provides a cut-in point to resolve that opposition.When Global Health Governance is regarded as a kind of Communities of Practice,China,as a practitioner,can engage in and shape Global Health Governance under the logic of practice.While China engaging in and adapting Global Health Governance,Global Health Governance also changing itself with China's engagement reversely.This paper consists of introduction,text,which includes four chapters,and conclusion.The first chapter is the theory carding and the framework constructing of this paper.Based on the analysis of the logical mechanism of International Practice,the practical attributes of Global Health Governance and the theory of Communities of Practice,this paper attempts to construct an explanation framework of the Communities of the Global Health practices.The second chapter utilizes this framework to analyze the step-by-step practices of China's engagement in Global Health Governance.This chapter argues that China has experienced the stage of endowing identity legitimacy,peripheral participation,and now moves forward to the stage of meaning negotiation.The third chapter analyzes the opportunities and challenges of China's further engagement in Global Health Governance.The opportunities include three aspects,namely:balanced development calls the deepening engagement of China and other BRICs countries,policy interaction promotes value contribution of China,and friendly environment boosts Sino-Africa health cooperation.The challenges include four aspects,namely:the setback of global democracy promotes the cost of China's engagement,the debate of "international or domestic priority" produces the legitimacy dilemma of the health assistance,the domestic system bottlenecks needs a breakthrough,and it is urgent to strengthen the intellectual support of health.The fourth chapter is the path selection of China to reshape the Global Health Governance,which includes three aspects:firstly,to strengthen the strategic basis for the engagement in Global Health Governance,namely:deepening the "The Belt and Road" cooperation of health,building an"upgrade" mode of health of the "Community of Shared Future" among China and Africa,and creating a BRICs' "Healthy City" cooperation mechanism.Secondly,to consolidate the ability to engage in Global Health Governance,namely:improving the construction of the domestic system,perfecting the legal system of foreign aid,cultivating specialized social organizations,and building a China's global health discourse system.Lastly,to broaden the knowledge network to engage in Global Health Governance,namely,broadening the network of health institutions,broadening the health industry network,and broadening the big data networks of health.
