The Study On China's Health Diplomacy

The concept of health diplomacy appeared as early as the middle of the 19th century,but its status was limited at that time.With the development of globalization,the problem of global public health becomes more and more serious.Since the SARS outbreak in 2003,which highlighted the importance of health diplomacy,China has stepped up its health diplomacy.Although China's health diplomacy started later than that of developed countries such as Europe and the United States,it has developed rapidly with a good momentum.China's health diplomacy focuses on playing different roles at the official and folk levels.Health diplomacy at the official level refers to the practices of health diplomacy carried out by the Chinese government.First,health assistance and investment in developing countries in Africa and Asia;Second,participating in global public health governance in cooperation with professional international organizations centered on the world health organization;Third,on the basis of the existing cooperation among countries,Chinese government have further strengthened the cooperation in the field of health and established a number of cross-border health cooperation mechanisms.Folk health diplomacy refers to the practices of health diplomacy carried out by Chinese universities,enterprises and health professional institutions.China's health diplomacy,with its distinctive features has taken shape so far.The characteristics of China'^health diplomacy can be summarized as follows:the government playing a leading role,attaching importance to health diplomacy to developing countries,and conducting health cooperation around World Health Organization(WTO).But China's health diplomacy still faces challenges and has some problems.The problems carn be summarized as the following three points:the ideological understanding of health diplomacy is not comprehensive enough,the institutional guarantee and institutional setup are not perfect enough,and the funding channels are relatively simple.Globalization has intensified the outbreak of global public health problems,which have increasingly become an important factor restricting national economic development and affecting social order.For China,health diplomacy can enhance its influence in the international community and promote its relations with other countries.In order to build a good platform for health cooperation,the Belt and Road high-level meeting for Health Cooperation towards a Health Silk Road was held in Beijing on August 18,2017.This meeting has become a new starting point for China's health diplomacy which will promote health cooperation among China and countries along the"Belt and Road"route.China's health diplomacy is expected to usher in a new stage.
