A Study On The Problem And Countermeasure Of Grassroots Consultation Democracy In China

As a new democratic canonical form, theory of deliberative democracy is originated from the west in1980 s and has been recognized as a innovative form introduced in the grass-roots self-management system of urban residents. Since the 18 th CPC National Congress, deliberative democracy at the grass-roots level has gained more and more attention and has become an important means in grass-root social administration. Urban deliberative democracy at the grass-roots level provides innovative methods for social management and grass-roots autonomy, which realizes the benign interaction between urban residents and the government.However, as a new idea, deliberative democracy at the grass-roots level bring about many problems. Many aspects affected the development of the urban deliberative democracy at the grass-roots level, like public awareness, the concepts of administrative managers, formalization,unequal status of the negotiation subjects, improperly used negotiation results and so on, which exert bad influences upon the interests of urban residents. The reasons for that include the lack of negotiation mechanism, the imperfection of legal system, weak social base and the abilities of the participants.To get out of the predicament of urban deliberative democracy at the grass-roots level, social democratic base is to be consolidated and the participating mechanism with Chinese characteristics is to be perfected. Changes in opinion of the urban residents and governors, putting social organizations into good use and locating new platforms play roles in consolidating social democratic base. The perfection of supervisory mechanism, legal system and operating mechanism, along with the clarification of the roles of the government, is beneficial for the participating mechanism of urban deliberative democracy at the grass-roots level. The urban deliberative democracy at the grass-roots level develops well on the conditions of doing good in these two aspects at the same time, which helps get out of the predicament and play and important part in urban management.
