Research On Deliberative Democracy In Grassroots Mass Autonomy

Grass-roots people,as the main participants in the practice of deliberative democracy at the grass-roots level,have a growing awareness of democracy under the increasingly diversified social background,and are increasingly hoping to express their interests and value demands.At the same time,the autonomy of grass-roots people requires broadening the scope of public participation in public affairs,and the best way to improve the mechanism of citizens’ orderly participation in public governance is to apply consultative democracy to the autonomy of grass-roots people.The emergence and development of deliberative democracy in grass-roots mass autonomy in China includes both theoretical sources and practical basis.In terms of theory,it not only includes the inheritance and development of the Communist Party of China on the Marxist theory of autonomy,the sublation of the idea of harmony and cooperation in China ’ s traditional culture,but also draws on the reasonable elements in the Western deliberative democracy theory.At the realistic level,the tradition of China ’s grassroots political consultative democracy,the mass line of the Communist Party of China and the organizational principles of China ’s grassroots democratic centralism provide a realistic basis.Its existence and development is a positive response to citizens’ increasing demands for democracy.It is also an urgent need to promote the process of China’s democratic construction;It is also the need of modernization of national governance capacity and governance system.In recent years,the Party and the government have attached great importance to the role of grass-roots people’s autonomous deliberative democracy in the process of grass-roots governance.Many places have summed up a set of grass-roots consultative governance models that can be popularized through constant attempts and innovations.For example,in recent years,T district of Xuzhou city has made outstanding achievements in the practice of deliberative democracy among grassroots people.By analyzing the practical cases of consultative democracy of grass-roots mass autonomy in rural areas and cities in T district of Xuzhou city,we can see that the consultative democracy of grass-roots mass autonomy needs to strengthen the leadership of the Party,rely on strict consultation procedures,and negotiate and communicate around decision-making.These practical experiences have certain enlightening significance for solving the problems encountered in the autonomous deliberative democracy of grassroots people in China.We see the deliberative democracy practice in the grass-roots mass autonomy has achieved results,but also to see there are still many problems in deliberative democracy in grass-roots mass autonomy in China,including the lack of negotiation subject ability,imperfect negotiation system,and insignificant negotiation results.In view of these problems,we should further promote the in-depth development of deliberative democracy practice in grassroots mass autonomy from the aspects of improving the ability of consultative subject,perfecting the consultative system,perfecting the form of consultation and ensuring the implementation of the results of consultation.
