The Effectiveness,Problems And Optimization Path Of Deliberative Democracy In Urban Communities

The orderly development of community autonomy is one of the goals pursued by China's grassroots democratic development.However,with the acceleration of China's urbanization,social transformation and the process of democratic civilization,the social life structure of the city's grassroots has also quietly changed.The coexistence of multiple stakeholders in urban grassroots communities makes the community a place for multi-subject game interaction.Community participation is the essential feature and inevitable requirement of community governance.However,in the current community construction process,there is a problem of insufficient participation of direct community governance,which seriously affects the community.Construction and development.In response to this situation,urban community consultation,as an important area of grassroots deliberative democracy in China,has played a huge role in promoting China's governance capacity and modernization of the governance system.This paper has established a society through combing and analyzing theories related to community governance and deliberative democracy.The interactive mode of consultation and governance.Introducing the practice of community consultation and discussion in Yuhang District of Hangzhou In the case,a detailed analysis was carried out on the operation process of the negotiation and discussion of the Wenyi community in Nanyuan Street,Yuhang District.It mainly analyzes the dynamic negotiation of the six major elements of static(negotiating cultural environment,negotiating issues,negotiating subjects,negotiation platforms,negotiation procedures,and negotiation results)and the construction of outdoor fitness facilities in Wenyuan Community Baoyuanze Community.On the basis of the summary,the achievements of the Wenyi community consultation and discussion have been summarized.This paper summarizes the following problems in the urban community's deliberative democracy:the negotiation system is not sound enough;the negotiation subject has a weak sense of negotiation,the participation enthusiasm and negotiation ability are insufficient,and the selection of the negotiating representative has limitations;the selection of negotiation topics is difficult,and the administrative issues of negotiation issues are obvious;The negotiation platform has a single form of negotiation,and there are formal risks.To propose the corresponding optimization path for the above problems:improve the community negotiation system,clarify the institutional guarantee of community deliberation democracy,standardize the negotiation procedure with institutionalized standards;optimize the multi-disciplinary subject,foster the awareness of consultation,improve the ability of negotiation and discussion,and guide the order of social forces.Participate in the construction of multi-subjects;ensure the richness and rationality of the content of consultation,guide the needs of residents,reduce administrative instructions,clarify the boundaries of negotiation issues,refine the list of matters;build a diversified negotiation platform to prevent formalization of consultations and ensure The essence of democracy.
