Political legitimacy is a characteristic that political goverment obtainspopular acknowledgment on a voluntary basis,and it is a necessary precondition forstable political goverment. But legitimacy crises occur wide-spreadly as aoverwhelming constraint confronting many polities in developing countries. Thethesis demonstrates that the state of political legitimacy is shifting from tradition tomorden during social transformation, and at the same time, develping countries'political legitimacy exists in the process of mutual relation between the govermentand the public. Then we can find that most polities have to face the predicamentwhen they want to deal with the issues of legitimacy. It also proposes thatcombinating "protection" with "reconstruction" is a key means to dealing with theprob1em.In addtion to the introduction,the thesis consists of five sections. ln the firstsection, disscussion on the legitimacy theory between weber' S and Habermas'provides a means to dealing with the issues of legitimacy; The second section focuseson logical change of the state of political legitimacy during social transformation;Section three uses facts to show the predicament that most polities have to face;Section four concentrates on the characteristics and reasons of Legitimacy crises. Inthe Last section,the approaches of pretecting and reconstructing political Legitimacyare offered.
