Research Of Chinese Communist Party's Ruling Legitimacy Undergoing Social Transition

In the era of political party, the ruling legitimacy is the primary issue which any ruling party must face and pay attention to inevitably and it is also the first condition for the effective operation of the ruling party. The ruling party's governance base of Legitimacy is not static, it is in constant change with social and historical changes of the environment. Crisis of legitimacy, the universality of the political issues, has always been faced by countries undergoing social transition. Chinese Communist Party who has 80 years history and tens of millions of members is an big old-party. Chinese Communist Party is also faced with the problem of legality construction during social transition. Strengthening the Party's legitimacy building has great significance for consolidating the party's leadership and building a socialist harmonious society. This article attempts to choose legitimacy as a political perspective. It trys to propose some new measures for consolidating and maintaining governance base of legitimacy in the new period by learning from the theory of western research about legitimacy scientifically,combined with China's current realities of social transition.First of all, the article will make a historical review about governance base of legitimacy of Chinese Communist Party and sum up its inspiration to us. The history of legitimacy's building of Chinese Communist Party since the founding of the country is divided into three phases:tortuous development stage(1949 up to1978); restoration period(1978 to the late 1990s);period of seeking new resources of legitimacy(1990s to now). So that the governance base of legitimacy has the basis of history. On this basis, the paper describes the most important social background-a comprehensive transformation of Chinese society, and the challenges that governance base of legitimacy of Chinese Communist Party facing undergoing social transition deathly. The analysis is expanded from three views:economic sphere, politic sphere and ideological point.In the end, on the basis of the challenges that governance base of legitimacy of Chinese Communist Party facing undergoing social transition, the article mainly proposes some suggestions to maintain and strengthen governance base of legitimacy of Chinese Communist Party undergoing social transition. For this problem, I think we can implement from three aspects mainly:efficiency of governance,the democratic system's perfected and innovation of ideology in hands. This paper argues that the combined effect of these factors, governance base of legitimacy of Chinese Communist Party undergoing social transition would be continuously consolidated and strengthened.Ultimately, the paper argues that in the foreseeable period, economic growth as the immediate interests of translatology ordinary people, still should be the most important political legality construction of Chinese Communist Party's legitimacy source. I believe that final path selection of China's political legality construction shall be the organic unity of legitimacy foundation in the future.
