Central bank and commercial bank of each country pay great attention to the payment system, because it is the foundation of the existence, development and competition of financing and banking. A non-cash and complete open banking system is taking its form due to the combination of modern technology of computer and communication. Bank has developed from a pure 'credit' unit to an important economical information service. All these had paved the way for an economical society that gives priority to information creation and distribution. Payment system has also developed to a comprehensive information system that combines financial service, financial management and monetary macro-policy. Due to the financing internationalization caused by the globalization of market economy, great advances had been made to the payment system from the 1980s. In China, with the development of socialist market economy and the deepening of financing structure reformation, the payment system needs to be progressed as well to meet the challenges of the new century. International payment system had changed from the traditional fund transfer system to a comprehensive management information system, and had become a strong support for the further development of financing. In China, the development of payment system has a history of more than 10 years, there still are, however, many problems to be improved and resolved.The thesis starts with the normal research of payment system. Introduces the definition, position and effect , characteristics of the system. Makes some research in the current situation and tendency of the development of international payment system, and the present situation and problems of the development of payment system in China. Using developed countries' successful experiences in establishing payment system for reference, the thesis studies the development of payment system in China in the following aspects: establish real-time gross settlement system; strengthening risk management, reformation of the payment system structure; strengthening the construction of payment and settlement laws and rules. The thesis concludes with some suggestions in how to speed up the development of payment system in China.The thesis is composed of four chapters. The chapter one studies the definition, signification, characteristics of the payment system, and the core principles for systemically important payment system. Though the payment systems differ from country to country, but they are all the arrangements that balanced the risk, cost and efficiency, their common characteristics are safe, efficient and justice.The chapter two studies the present situation and problems of the development of payment system in China. The course of our payment system has been separated into two stages: the payment system under the planned economy before 1979 and the payment system after the economic reform. In the first stage, transactions have lone been carried out mainly through manual operations and using a large amount of notes and coin. In order to prepare a platform without which it is impossible for a socialist market economy to work smoothly and readily engage in the global economy, since 1979, there have many changes been made including three major payment system projects as well as a number of small projects. The major projects are EIS(Electronic Interbank System), CNAPS(China's National Advanced Payment System) and the "Golden Card"/"Bank Card" project .the completion if these projects will bring about a fundamental change in China's payments sector. The financial infrastructure has shifted from a single bank monopoly for all banking business to a two-tier banking structure with a plurality of institutions. Payment methods have shifted from cash to cashless funds transfers via bank accounts. Payment and settlement services have shifted from manual procedures to various forms of automated electronic processing.
