Conversion And Products For Civilian Use Of The Chinese Academy Of Engineering Physics, Enterprise Development, Empirical Research

China Academy of Engineering Physics (CAEP for short in the following) is the only all-round scientific research institute, which is engaged in the research and production of the national defence strategic nuclear weapons. Since it was established in 1958, it has made great contributions to our country in the research and production of atomic bomb, h-bomb and other hi-technology weapons.After the 1980s, according to the international affairs and the historical background, CAEP put forward the struggling aim of "one system" and "three bases". That is " while continuously bringing into the play of research and producing base of the modern national defence strategic weapons, CAEP would become the influencial research base of hi-technology research and the base of hi-tech product developing and producing both for civil and military products at home and overseas. With the incessant exploration and practice, in the process of the military-to-civil more than ten years, CAEP studied and developed a lot of hi-tech products for civil and military use. CAEP has set up some hi-tech enterprises with comparatively high technology content, and acquired big economic and social benefits. This made contribution to the reform and development of the whole academy. But the development of military-to-civil and civil enterprise is not so smooth. It suffered from frustration and hardness. It was puzzled with the following factors: the orientation is not exact, the property right of the civil enterprises is not clear, the conflict between the main bodies of the multilevel benefit is frequent, the system of enterprise management and decision-making is unfavorable. The development of the civil enterprises is greatly restricted by the lack of technology innovation and capital, draggling of the intention, rigescence of the system, dropping behind of the management, short of the persons of ability. The advantages and the potential of the persons, technology and research facility are not fully exerted. Since the 1990s, of the cold war ended and the treaty of the nuclear weapon forbiddance was subscribed. The market economy and the new economy develop quickly and influenced greatly. With China's joining into the WTO and the changing of the international affairs after the Kosavo war, the work of military-to-civil in CAEP faces bigger challenge and new changement. CAEP must shift the old managing and decision making mode find new approach.This article traces back to the history, summarizes the present situation, analyzes the problems and cases, and puts forward two news patterns of the decision-making and functioning of the military-to-civil work and civil enterprise for CAEP in the transformation period of the market economy. One is the pattern of capital management; the other is the pattern of military and civil separately management. The article makes a comparatively deep elaboration to the two patterns. Taking the information technology area as the basic example, this article also analyzes the present situation of the military-to-civil work and civil enterprise, and raises the corresponding development countermeasures. The author finally gives his own ideas to the relationship of military-to-civil work of CAEP and the West Exploitation of China.In the pattern of capital management, the article chiefly analyses the management of the state owned capital. The civil enterprises of CAEP are under the same economy environment as the other state owned enterprises, facing almost the same problems. So we can use the other's successful experience for reference and make our own capital running system, achieving the separately management between the main research unit and the enterprises to promote the development of the military-to-civil work.
