It is argued that in the multiply trade theory, export will promote the development of national economy while import will offset the effect of export and is the negative item in multiply theory. Therefore one nation is encouraged to try its best to pursue the trade surplus. Because export has a function of promoting national economy, so people would more easily understand and accept this theory. Export means the expansion of market, more employment opportunities and foreign currencies. However, some doubts and arguments always arise as to the effects of import. So there are many arguments which favor the rules of restriction on import.As a matter of fact, it is very superficial idea that one thinks about the effects of import on economy like that.Based on the analysis of the contents, conditions of foreign trade multiply theory, this paper elaborates respectively on the relationship between import and economic development, the relationship between export and economic development and the impacts of foreign trade on national economy.This paper outlines the brief history of China's foreign trade since the opening and reform 20 years ago. The paper tries to explore, both theoretically and practically, the favorable effects of the balanced development of foreign trade on national economy, and analyze the existing problems and factors affecting the development of import. Also, this paper outlines the catalogue of commodities that should be encouraged to import. The paper discusses, in the light of the trend of globalization, the conditions for achieving dynamically balanced growth and China's entry into WTO to participate in the international competition.
