Facing the historical opportunity of the Chinese central government planning to implement the Develop-The-West strategy and the heavy challenge of China joining the WTO (World Trade Organization) soon, every western city is thinking about how to grasp the chance in order to develop its industry more rapidly, steadily and healthily. This paper titled "Luzhou (located in the southwest of Sichuan province) Industry Economy Development Strategy Research" tries to do so by formulating a reasonable industry development strategy.After collecting amounts of first-hand materials from many local departments and enterprises in the past year, the writer set out to write this paper which includes seven parts. The first part of the paper gives a brief introduction to Luzhou. The following two parts discuss SWOT (strengths, weaknesses, opportunities and threatening factors) of Luzhou industry which is a method of environmental scanning and external-internal auditing. The fourth and fifth parts address the goal, strategy, principle and policy of Luzhou industry development in the coming five years according to results of the SWOT analysis. The sixth part is the critical success factors analysis, working out five different development strategies to effectively match the needs of crucial business in Luzhou industry. The last part suggests that Luzhou municipal government should try to strive for six kinds of special policies from the provincial or national government in order to develop its industry more smoothly. Formulating this Luzhou industry development strategy not only means that the writer may finish the paper for his master scholar but also that the strategy should be put into practice, and get actual effect. In other words, the paper must have practical value. Because one of the most important duties and obligations of the writer is to find a 'expressway' which can make Luzhou industry economy enter a higher and better stage of development. Up to now, part of the strategy has been carried out, and the writer will do his best to continue these efforts. Hopefully, the strategic management process will completely enter a second period----the strategy implementation. If everything transpires as expected, the third period will follow, that is, the strategy evaluation. So strictly speaking, this paper is only the beginning.
