Study Of The Behavior Of The Government In The Governance Of Unemployment

Unemployment and laid-off problems are the focus of the social attention. These problems are not only the concerns of the unemployed people, the laid-offs, and the enterprises, but also the big impediments to our reform and economic growth. During the process of solving these problems, the government抯 decision- making determines the progress and the depth of the solving of these problems. The study in this aspect has great theoretical and realistic meanings. The article consists of three sections. The first section dissertates on the current unemployment situation in China. The second section analyses the causes of the unemployment. The third section discourses upon the government performance in solving the unemployment problems, and puts forth some suggestions on government policies such as scientifically defining the government抯 macro-control on employment, establishing the economic growth patterns with Chinese characteristics, encouraging enterprises to absorb more labor force, making rational labor policies, decreasing the supply of work force, encouraging the development of medium and small enterprises and the service sector to accommodate more labor force, carrying out re-employment project, bettering re-employment training system, reforming and improving unemployment insurance institution, helping people choose careers and trying to alarm unemployment in advance.
