The retail banking business, together with the overall development of China's banking industry, is closely related to the Chinese economic development, economic and financial reforms. Retail banking grows from single product with small scale to multi-products with large scale, making more and more contributions to bank profits. With the development of capital market, the intermediary role of credit played by banking is being decreased. The market of wholesale becomes smaller and competition intensified, and return rate goes down. Retail business has become a primary product and source of income for many commercial banks. This trend of development, together with the rapid pace of entering into WTO, the Chinese capital market will be open to foreign countries. The domestic banks will compete not only with domestical counterparts but also with stronger foreign banks. Domestic retail banking business leaves much to be desired. Because of an imperfect credit system, the trust between banks and customers, especially the trust and communications between banks and individual customers has not firmly been established, limiting the expansion of retail business, especially consumer credit businesses. With the introduction of opening a saving account with a depositor's real name, this problem will be solved gradually. In order to expand retail business, reduce the risks associated with it and conduct a better service to customers and dig in a new profit source, it is necessary to establish a customer data bank. This is especially important to The Industrial and Commercial Bank of China. This paper describes the significance of this task and suggests a systematic way of completing this task. This paper believes that determination of data is fundamental in the establishment of such a data bank. The definition of data bank should be comprehensive, flexible, operational, expandable and helpful to the credit grant, pricing, product development and sales, business innovation and risk control. At the same time, this data bank should generate quick, accurate information of customers, be easy to maintain and update, and upgrade to a higher system. The paper suggests that the design principle for such a data bank should be safe and efficient to data saving, easy to accessing and updating, convenient to generate necessary information and easy to deleting useless information. The data bank will have following functions such as inputting, saving, retrieving, updating, modifying, deleting, statistics, reporting, analyzing, teller management, security, copying and limited decision making. This paper points out that customer data needed should be collected in the process of conducting business, from within and out of ICBC system as well as other sources. All electronic and non-electronic data should be edited, recorded and processed by other proper means. The establishment of such a data bank is beneficial to the better service for customers and the management of banking businesses. The purpose of establishing this data bank is for use. The application of data will help the development of banking business, business decision, and operations management. By so doing, the level of management is improved, risk is reduced, and competitiveness is strengthened and better service is provided. It is especially important in the following aspects:1. To facilitate to the loan grant decision2. To help to realize the pricing by market3.To facilitate to business marketing, developing and selling.
