| The converting work of military to civil products in China Academy of Engineering Physics (i.e.CAEP) has developed very slowly and missed many good chances and has not long time plan, what reason? Where is the way out? This paper will discuss these problems. Ⅰ,Experience and morality of civil product development in CAEP (Ⅰ)History retrospect of civil products development By investigating the development process and analyzing data of the converting work of military to civil products in CAEP about 10 years. We can divide it into three stages Firstly, from 1983 to 1988, during the term CAEP convened the first meeting about converting work of military to civil products, transmitted the decision about science and technology system reform and sixty words policy about converting work of military to civil products of the Center of the Communist Party, given off mobilizing order of converting work of military to civil products.After converting work of military to civil products started, to the end of 1988,the production value in CAEP has been about 20 million.Secondly, in 1989, CAEP established Sichuan Haitian New Technology Group Company,and fulfilled completely manage stratagem in whole academy about civil products developing, researching and producing. But its mode was based on single institute, not uplifted development of academy, to 1992,the production value was not above 0.1 billion, enterprises' producing scale was large enough and had a few backbone products.Thirdly,in 1993,the office converting work of military to civil products was divided from Sichuan Haitian New Technology Group Company,Academy joined its underling institute started to develop ,research and produce civil products.Setting up some companies,enterprises,in 1998,CAEP set up Sichuan JIUYUAN group limited company,CAEP civil products developing,researching and producing work was accelerated, the producting value was elevated to a large scope,by the end of 1993,it arrived at 0.17 billion.By the end of 1999,it reached 0.54 billion.Tax reached 50 million.(Ⅱ)Experience and morality CAEP converting work of military to civil products has gone through 10 years, civil investment and items have some base, system has a little reformation, the ranks have slowly grown in strength, its value and tax have a little growth. The achievement is good. But it is much more limited than its potential of technology and management. CAEP converting work of military to civil products has following experience and morality: 1.CAEP converting work of military to civil products started earlier,but it didn't find good way, missed many good developing opportunities. Its developing velocity is slower than CHANGHONG , Tsinghua and Peking university now. 2. CAEP's research is military product. Leaders and researchers have not paid attention to converting work of military to civil products. 3.Management work of civil production wasn't adapted to market economy.(Ⅲ)Analyzing the reason of civil production development failure Concretely analyzing, there are the following aspects: 1．CAEP management of converting work of military to civil products has strong planned economy, but little market economy. 2．Military production management doesn't lag behind, economic management level is slowly. 3．Converting work of military to civil products plan is good,but its executive result is bad. 4．Service regulations of military production research is perfect, converting work of military to civil products enterprises has not these service regulations . 5．Military and civil products are a family, military product is basic and the system of converting work of military to civil products is main problem restricting the development of civil product.
