Regional Financial Balance Mechanism And The Western Development Study

The imbalanced development among regions is a general phenomenon which has to be resolved by most of courtries in the world today.In China,it takes the form of differences among the eastern,central,and western regions.The project of Grand Development to the West of China at the beginning of this century is a great strategy,Which meets the need of internal and external progress and give a possibility to deˉcrease regions disparity of economic development.How does the goverment impleˉments this strategy and what kind of role can fiscal policies play in it start this thesis.The research of fiscal policies that should be taken to promote district economy development is usually some scattered and listed policy without system of theory in modern Chinese fiscal policy theory area.This thesis paid attention to this point in the process of setting topic and writting and finally chooseing balance machanism of finanˉcial resources as a core theory as well as financial resources as an aspect to analyse.Firstly,the anthor discusses the interˉrelationship between economy imbalance and fiˉnancial resources imbalance and emphasison the meaning of finance balance to the balˉance development of district economy on the basis of the theory of finance and economy s relationship,then focus on forming the balance mechanism of districts fiˉnance and utilize it properly,that s the main task of fiscal policy in the development of districts development.We discuss the fiscal policy(financial resources policy)to proˉmote district development in the aspect of financial resources.Putting theory into fact,as far as the Development to the West of China is concerned,we analyse the fiscal polˉicy which should be utilized in it.
