Planning is a cardind function of management, while dispatching is the important means of control as well as efficient measure to ensure the execution of planning. So both are improtant inenterprise management. pith market economy, enterprises are facing more complicated environment, the planning and managing ideas, systems, methods and dispaching work can hardly meet current requirments. Therefore it is realistic to make a researcl on above issues. This paper puts forward fairly new idea, new system and new ways of practice after andysiss of the existing ones in Fvshun AL plant. There exists the idea in Fushun Aluminium Plant that ?it is unnecessary to draw a comprehensive and well oncieved plan? while this paper puts forward ?Centralization and persistence, responsibility at each level, combination of comprehensive and specialized plsnnings,?to perfect planning and managing system realizing planning value management. Production plan is the most important plan to realize management target, functioning as a connecting link between the proceeding and the following in the whole planning system. This paper makes studies on production plan, and makes qualitative caculation for the annual production and output plan of Fushun Aluminium Plant in the year 2000. Putting froward the idea to improve plan elasticity with scroll plan. Dispatching is efficient measure of control.This paper studies on dispatching design, institution, working procedure, principles, contents, control, information and so on. conduding that dispatching control is the necleus work of command, dispatching information is the basis of dispatching control. Regarding to study method , this paper, puts forward methods to solve the problems with the tool quantitative analysis and on the basis of deep studies.
