With the advance of urban integration process,the links between cities are getting closer,and the regional characteristic of emergency event is becoming increasingly obvious.The development of urban clustering has brought great changes to the management of emergency event,it is quite difficult to meet the requirements of rapid response only by single city’s rescue power.Emergency materials are the material basis for emergency disposal,effective emergency materials’ dispatching is the key to ensure that the government can carry out the rescue work smoothly.Therefore,the dispatching of emergency materials should also jump out of the administrative division.Regional cities can raise the efficiency of the dispatching system and reduce the impact of emergency event by raising and dispatching emergency materials jointly.In order to ensure the timeliness of dispatching,this paper starts from intercity cooperation mechanism and the effectiveness and fairness of the dispatching system to study the dispatching of intercity emergency materials.The dispatching model is based on the characteristics of intercity emergency materials’ dispatching,and be solved by Pso-NIW algorithm.Firstly,this paper reviews the research status of intercity emergency materials’dispatching,and introduces the related theories and methods.Then,the modeling elements are analyzed in depth from the aspects of route and influencing factors of the dispatching system,which lays the foundation for the modeling work.The paper constructs an intercity emergency materials dispatching system with three types of nodes,and analyzes the characteristics of each node.In order to guarantee the relative fairness of the dispatching system,this paper describes how to determine the dispatching priority of disasters.At the same time,it also classifies the factors that affect the dispatching system,including the targets and constraints of the intercity emergency materials’ dispatching.Then,based on the analysis of the modeling elements and the framework of dispatching system’s route,this paper constructs the dispatching model of intercity emergency materials under the guidance of the principle of modeling.The model is essentially a nonlinear programming model.In this model,the minimization of the dispatching system’s loss is the target,the key constraints that affect the dispatching system is the constraints of dispatching.In addition,Pso-NIW algorithm is designed correspondingly to solve the dispatching model.Finally,the dispatching model and Pso-NIW algorithm is to be applied in a simulation example in the background of earthquake.The simulation results show that the parameter value of the control factor can influence the dispatching scheme by influencing the optimization ability of the Pso-NIW algorithm.Moreover,dispatching model for intercity emergency materials improved in this paper is feasible both in theory and practice,and can effectively manage the dispatching strategy,and ensure the timeliness of emergency materials’ dispatching to improve the rescue capability of emergency event.
