Abstract Group strategy is an efficient way of the developing national economy. Government can do something well in this strategy, and it is very necessary to analyze government behavior effect on group enlarging. The main purpose of this paper is discussing the relation of government behavior and group enlarging. I want to illustrate the characteristic of government behavior in group enlarging. The approach employed in this article is to use theoretic analysis and positive analysis. The article includes four chapters.The first chapter discusses the relationship between government and group in the light of system renew and illustrates that group is demand while government supplier. The second chapter discusses the system background. main function and expression of government behavior. And also discusses the non-equilibrium strategy of local governments.The third chapter objectively weighs the advantages and disadvantages of government function on group. And also illustrates how local government chooses the group which will be supported in non-equilibrium strategy.The forth chapter tests the effect of government behavior, according to actualities, and, gives some policy suggestion.
