Abstract/Summary:
Transformational period, juvenile affairs, and government-initiated acts wspectiv4 lay op their edqeation, employment; participation in political affairs, their protection, and juvenile dclinqueiiy control to have made a historical and realistic research into government- initiated acts concerning juvenile affairs administration. This research is backed up by such main theories as society transformation theory, acquired government function and focus displacement theories, as well as the working principles of government-initiated acts, its researching methods - of document retrieving, social Investigation, inductkYn & deduction, and comparative study. The findings indicate that tile government m its society's transformational period should come to acquire the function of juvenile affairs administration, so as to establish a new administrative mode characteristic of China, a mode to be made more updated through legal, scientific and social means. And this mode should also include all the systems needed in juvenile affairs administration, namely, the legal system, the policy-making system, and the program-starting system.
