From the UN Conference 1972 on the Human Environment in Stockholm to the UN Conference 1992 on Environment and Development in Riode Janeiro, the human has been initiating the sustainable development movement with the main objective of preserving the precious resource and environmental base for human existing and development. As the largest developing country, China issued officially the white book the China Agenda for 21st Century in 1994. It suggests that China must choose the road of sustainable development through integrating economic, social, population, resource and environmental considerations in the decision making of socio-economic development and puts forward the action scheme of implementing sustainable development strategy in China. On the aspect of particular region sustainable development, the relations of water resource utilization and preservation and economic development are studied in the dissertation. The dissertation includes two main parts. 1 the first part of the dissertation summarize various definitions and theories of sustainable development. On the basis of sustainable development system, the dissertation suggests that the system cosists of resource economy. environment is the substantial base of sustainable development, water resource is the important element of the resource-economy-environment system. Thus, another suggestion of this part is water resource allocation. Based on the economics, the rational allocation of water resource is the approach to the sustainable use and protection. 1. the second part analyses the relations between Zhejiang provincial economic development and the provincial water resource use and protection, and concludes that provincial water resource has and will restrict(ed) Zhejiang provincial economy development. Structual adjustment and institutional changes within the framework of sustainable development are disscussed at the end of dissertation.
