How Chinese state-owned commercial banks will increase her competitive ability is a major problem at the moment when China accedes to WTO. In the essay, it discusses the developing tend of the world banks and the situation and trouble of the Chinese state-owned commercial banks in present, analyses the competitive ability of the national banks.From comparing the competitive index of Chinese state-owned commercial banks with that of foreign banks, we know Chinese state-owned commercial banks are smaller in scale and worse in economic return and lower in competitive ability. The major strategy for improving the competitive ability of the national commercial banks is to structural reforms, achieve bigger scale, and bring forth-new ideas to finance and mix management. Structuring reforms is the bases for improving competitive ability. Achieving bigger scale is not only combine scale but also organic association. Mixing management is the best tactics for increasing economic return and diversifying risks.The economic return is the worst competitive index for Agricultural Bank of China. Increasing economic return is the primary aim for Agricultural Bank of China to improve competitive ability. Agricultural Bank of China shall reduce its management scale and improve its quality of credit to .increase economic return.
