"Poverty is not socialism, socialism will eliminate poverty". It is the object of Chinese government and Chinese to remit and destroy poverty and achieve richness. Capital is the main factor of developing economy of poor areas. Gansu province began anti-poverty cosmically since 1983, until the end of 1998, about eighty-three hundred millions yuan had been put into poverty assistance project and about eleven million poor people were relived.
