Nowadays is knowledge-based economy era. Knowledge has become the engine of productive forces and economy growth. As the carrier of knowledge and enterprise production element, human capital is the key of enterprise's existence and development. Since the opening and reformed policies have been put into practice, most domestic enterprises take human capital's operation as a very important enterprise development strategy, however the results of practical operation of enterprise human capital(EHC) are not very satisfactory. So how to improve operation efficiency of EHC and researching on operation process of EHC becomes an important issue of enterprise's development at present. The existing researches have acquired abundant achievements on the general peculiarity and single operation link of EHC. Nevertheless, systematically integrating each operation link and researching operation mechanism of EHC is relatively weak.The main point is that operation processes is a process that EHC operation, inside and outside of environment influence, relate and affect each other. Operation efficiency of EHC not only depends on single link's efficiency, coordination efficiency between all links, but depends on adaptation to the whole operation processes and environment. The key to improve the operation efficiency of EHC is systematically operating EHC from "factor-relation-state-process" of EHC according to the objective process and the "systematical operation mechanism" objective law.Thus the thesis chooses operation mechanism of EHC as research issue. The purpose is to structure operation mechanism of EHC guided by systematical idea and connecting the basic content "factor-relation-state-process". So the thesis will use the experience of research methods of human capital theory and the research achievements of firm theory, and use theory inducing, logic deducing, models, from enterprise's microcosmic point, to structure an integrated theory framework of EHC operation mechanism. Furthermore, according to this theory framework, we analyze the problem of human capital operation of the state-owned firms and the private firms in China to inquire into the operation tactics of EHC.The thesis consists of ten chapters.The first chapter is introduction to background and significance. It looks back and reviews the firm theory and human capital theory that are beneficial to the human capital research. And this chapter brings forward some hypotheses of the operation mechanism of EHC.The second chapter defines renewably the nature of the firm and the characteristics of EHC including some important conceptions such as operation and operation mechanism of EHC. In the end of the chapter we put forward a basic model of EHC operation mechanism, which runs through the whole research.The third chapter analyzes the forming mechanism of EHC. The form of EHC contains the form of individual human capital and the form of organizational human capital. The research on the form of individual human capital mainly uses mathematic economies' models and concretely researches three primary forming approaches including in draught of person with ability, train in-service, and learning on-the-job. Theform of organizational human capital concretely analyzes the three form steps of the whole EHC connecting the studying organization's building.The forth and fifth chapter researches the stimulation mechanism and constriction mechanism of EHC. This two mechanisms are functioning one anther, affecting each other to be coupled a compound action mechanism in EHC's operation. Firstly, the thesis structures systematical base model of the stimulation mechanism and constriction mechanism of EHC; then we research the function process of the two mechanisms, build stimulation's systematical base model and constriction's systematical base model, and analyzes all lands of stimulation factors and constriction factors.
