The view of this thesis is that the most important problem of the development of West-China,is the lack of funds and the difficult of capital-form.Constructing the investing and financing strategic system which conforms to the market surrounding,the international rules and the characters of the west region,is the objective demand of west region development in the new age.According to the thoughts above,this thesis consists of four parts.Part one analyses the general theories of the capital-form.This part absorbs the capital-form theory of west developing economics,then analyses the capital reasons for the gap of regional economy,and shows the function of the capital-form in the growth of the less developed areas.Part two analyses the current situation of the capital-form?of west reoion and its barriers.Using much practicing aanalysis,this part discusses the problems of the capital-form of?west region and its barriers including the inner as well as the outer.Part three inspects the advanced investing and financing policies and experiences that had been widely used by the other Countries in the world to support the economy development in the less developed areas.Part four constructs the investing and financing strategic system of west area development.It includes threesectors.First,establishing the regional system of investing and financing which in accord with the west area.Second.,enlarging the investment of the government.Third,enhancing the force of introducing foreign capital.Among them,the first sector is the emphasized one ,and also the specific reflection of this thesis?innovation.
