In 1999, Australia took an active policy to intervene the situation in East Timor, which made a contrast to its policy in 1975. The great contrast improves the author interest in Australian policy purpose. By making a research of Australian foreign policy since the World War II, the author found that the East Asia had always been at the core of the Australian foreign policy since 1972, which have gradually formed a system in the past over 20 years?experience. According to the author, this system could be called outhwest Pacific Doctrine?The thesis strives to impose such a fact that Australia has always been endeavoring to expand its influence and power towards the West Pacific area since 1972, in spite of experiencing different Party periods, with the beginning of the different policies towards East Timor around 1975 and 1999 and by analyzing the Australian foreign policy since the end of the second World War and portraying the origin, historic background, two adjustments and two development periods. The Australian strategic purpose of entering into the South Pacific area and the essence of seeking the priority could be seen very clearly till the 1999 East Timor incident.sshere are six sections in the thesis: the first is the preface in which the author makes an explanation of the Southwest Pacific Doctrine; the second is mainly about the history of East Timor and the continuity ofAnsttalian illterest in it, the third pall clarifies the propelling factors ofthe origin and development of the Southwest Pacific Doctrine in thelight of history and geography, the fourth gives an account of historicbackground of the development of the Southwest Pacific Doctrine,including the Anstralian "Independent Diplomacy" and its foreignpolicy during the periods of 50s and 60s, the fifth includes the historyfrom the Whitlem's getting into power in l972 to around l999 and ismainly abollt tWo adjustments of Australian fOreign policy with theEast Asia at the core and the resulting tWo development periods ofthe Southwest Pacific Doctrine, the last section is some prospect of thefuture development of Southwest Pacific Doctrine in the author'sopimon.
