In an enterprise, especially in a processing factory, plant management plays an important role. Developing Management Information System (MIS) of plant management for HongHe Cigaratte Factory is the need of improving management level and efficiency, and it is one of the important sub-system of CIMS project of HongHe Cigaratte Factory. In this paper, according to the research of plant management mode and software development of MIS for plant management, the author has discussed the characteristics, the role and some primary theoretical and technical questions. Based on the deep realization of the characteristics and main questions of plant management for HongHe Cigaratte Factory, using advanced theorys and modes of plant management, the author has provided function model of HongHe Cigaratte Factory plant management which is advanted and applied at the same time. According to the MIS theorys and the total target and design principle of CIMS project of HongHe Cigaratte Factory, and the charactistics of plant management for HongHe Cigaratte Factory, ClientlServer system structure is adopted for the system, which is a distributed calculation mode, and the system can be developed by employing improved waterfall approach, the powerful Oracle RDBMS and Powerbuilder which is a kind of real Object-Oriented developing tool. After having analyzed the organizational structure and business relationship of HongHe Cigaratte Factory totally, the logic structure of the system is represented by data flow diagram by PowerDesigner tools. Then the function design of system is accomplished, and the database structure is built. The particular development of software is based on it. Finally, considering the new development of CIMS and the technology of information management, the author proposed some ideas about the development of the system for the future. The result shows that the design of the system is reasonable and efficient, the functions of the system can meet the need of the system target of the plant MIS as one of the important sub-system of CIMS project of HongHe Cigaratte Factory. An executive schematic design to improve the condition and the level of plant management for the HongHe Cigaratte Factory is given.
