As a new and challenging field, EC has been a hotspot which all circles try to research, develop and apply, and it is also the one of most important developing direction. At present, in our country the mode of enterprises' developing EC is still in primary phase, not mature at many aspects. The one of main causation is that EC is limited to the level of technical innovation and application of enterprise MIS. With the development of innovation and integration of the MIS , the EC in which enterprises are principal parts will advance deeply.This paper first argues the developing relation between MIS and EC. As the principal parts enterprises decide the most of commerce function. MIS structure results in the developing extent and achieving scale of EC. MIS makes use of information process technology for manufacture, management, decision, so how to acclimatize himself to change of living environments and competitive rule because of EC is the exigent problem to construct information system.The paper expatiates the developing extent of MIS decides the level of EC application and at the same time EC request the change of MIS. According to the two points, the paper gives total idea about EC system application and enterprise commerce information system development for network competence. The emphasis of the idea is integration of MIS. It includes integration of system exploitation process and between existing systems. The former is chiefly about system exterior integration. It ensures open system and function achievement to fit for EC, the later means integration of each groupware of interior system to meet the inside capability request from EC.In the past the research always laid particular stress on EC. It just pursued net-site design and realized transaction in line. Enterprise need charge all of business in line by virtue of outside service institution or inside specialized EC sector. The new application can't share information with the existing system, or develop groupware at the same time, or integrate unitive database. When EC is still faulty and enterprise operation in line is little, it's in point. However, with more and more network commerce, the application will show functional superposition and data redundancies. MIS supports operation process, management control and strategy decision. The core of the paper analyzes integration relation from the three aspects according MIS integration framework, farther explains the key of dynamicintegration. It shows newly the relation among enterprise and its provider, client, copartner, competitor and other enterprise.
