The hi-tech garden first appeared in U.S. with the west-coastal silicon-valley, Boston 128-highway and the triangle-researching garden in North Carolina as their representatives. Influenced by the Silicon Valley, more and more hi-tech garden arose. Of all these gardens, the silicon-valley and Hsinchu are the best two. Their developing and success depend largely on their internal self-developing system, creative enterprise culture and environment-adapting management model. While the other gardens have more or less some lagging system models. As for the external environment, mature risky investment system is the most important element for their success.The developing of hi-tech garden shows that the following conditions are necessary: 1."Hatching" system; 2.He-tech group and intelligent flowing system; 3.Risky investment system; 4.Good system; 5.Intelligent with new thoughts and high intelligence.The trying and practice of "hi-tech garden" started with the construction of Electronics Street in Zhongguanchun. Then there comes the development of private technical enterprises. Later the construction of Shenzhen special economic zone and Zhujiang triangle economic develop-district as well as Pudong new district and Changjiang triangle economic develop-district, During this time, the government participates in the whole procedure. The government has carried out "863 plan"; "Torch plan" and construct 53 national hi-tech developing zone. Recently, conceive of university technology garden has been brought forward.Comparing with the other nations, there exist many problems in the development of hi-tech garden of China. [1] System: There are perfect market system and risky investing system in advanced countries. These systems form a good circulation. However, there are too much interference comes from government in our country. It results in the low efficiency of state-owned enterprises and affects the perfection of capital market and risky investment system. These all constrict the development of hi-tech garden. [2] R&D and creation system: Multiple system factors such as the low protection of knowledge properties limit the transfer and spread of R&D. they consequently retard the development of hi-tech industry and creation of R&D. [3] As for the inputs, the R&D/GDP rate has been lagging at the same level for a long term.[4] The system environment of the mutual cooperating between R&D entities is also not so ideal. The creation net composed of government; enterprises, universities and research institutions are not so efficient as expected in China. It concentrates on the apart between science, education and economy. Insufficiency of information and not so flourishing technology medium as well as the influent transfer of knowledge and intelligence has become the bottleneck of creation.Based on the above analysis, some conceive and suggestion for the development of hi-tech garden in China is proposed as follow:[1] Self-creation system should be formed in the hi-tech garden. To realize standardization, network and internationalism the most important problem is system and management at present.[2] The development of hi-tech industry should be put in a dominant position so as to change the increasing style of national economy.[3] The emphasis of policy should change from area- incline to industry-incline.[4] High efficient and standard capital market and risky investment system should be formed.In general, the vertical and horizontal comparison shows that gap exists in both technology and system. The gap in technology can be made up by late-developing superiority, but the gap in system cannot. By adapting and improving the experience of Silicon Valley, a developing model with Chinese character is possible to make out.
