The private Scientific & Technical Enterprises have become the main forces of economic development in China. Based on a long-term research, the author found that private Scientific & Technical Enterprises were not working systematically in Human Resource Management, thus causing a bottle-neck towards theirs rapid growth. This thesis was based on the private Scientific & Technical Enterprises in Shijiazhuang city as a research sample. By using questionnaires designed by the author, the current situation of Human Resource Management was assessed and the existing problems were analyzed. At the same time, the author used the latest theoretical research achievements of Human Resource Management from China and overseas, and structured a model of Human Resource Management for private Scientific & Technical Enterprises in Shijiazhuang based on the employee management system which includes the personnel flow, training, performance assessment, stimulation and reward remuneration.
