China's economy will continue to develop in the direction of diversification and outward orientation. Russia is a desirable partner for the diversification of China's economy. There is a great cooperation potential in economy and trade between China and Russia, because the two countries' economies are potentially complementary. The trade with Russia is quite promising. The export from China to Russia has the tendency of increase since the 90s and the overall volume reaches the highest level in history. Although the amount is not in proportion to the position of the two countries, its overall development conforms to the economical complementary reality. Nevertheless, the exported products to Russia are far from reflecting the actual international competitiveness of Chinese products. Chinese enterprises lag far behind the western countries in exploiting the Russian market, and even lag behind countries like Korea. The reasons are many. The objective reason is that the specific situation in Russia hinders the development of bilateral trades. For instance, Russia's economic scale is not big, the consumption level of its citizens is not high, and the trade regulation is not standard. But these factors exist for all the foreign enterprises in Russia. Subjectively, the goods structure exported from China to Russia is not reasonable and the marketing strategy is not effective. Thus the two countries' economical complementarity is not fully used and many Chinese enterprises have missed the best chance to exploit the Russian market. The economical and trade relations between the two counties will develop healthily and stably in the future, since the good political relations between China and Russia can lay a solid foundation for the economical and trade cooperation. The environment of economic and trade activities will gradually be improved because of the political stability and the development of Russia's economy. Anyway, China and Russia have already become very important trade parterres to each other after years' development. To realize the benign development of export trade, the order of bilateral trade and boarder trade needs to be restored and the credit of the enterprises and products needs to be improved. The goods structure exported to Russia needs to be optimized, for example, by improving the quality and ratio of electromechanical, communicational and electrical products. Moreover, foreign trade enterprises should be adjusted and large enterprise groups facing Russia's market should be established. Finally, integrated marketing strategy should be made and brand-name products should be developed. Generally speaking, the direct investment to Russia's market becomes more and more active but the scale is small and the trade is limited. When the potential complementarity between the two countries changes to real complementarity under certain circumstances, enterprises will have more choices in direct investment. The choices include the exploitation of oil and gas resources in Siberian region, utilization of Russia's forest resources, exploitation of land resources in Russia and development of planting and livestock breeding, establishment of free trade zone, joint development of high-tech products and realization of its industrialization, as well as promotion of the offshore processing trade etc. At present, the business environment in Russia has been improved and the economy becomes stronger and stronger thanks to the political stability and policies made by the government to promote the development of economy. Reforms in legislation, revenue, bank and custom create a very good investment environment for foreign enterprises. But disadvantages such as the difficulties in Russia's economy, the lack of justice and efficiency in the government still exist. The comparative advantage of Chinese enterprises is still weak.
