The success of decision-making is, to great extend, determined not only by the capacity, knowledge, acquisition of information and experience of decision-maker but also by other factors such as time and space.In this paper, by using theory and methods of error-eliminating, great attentions are put on the study of the characteristics related to time and space in decision-making through introducing the features of space and time based errors. The work done in this paper is to model the error system with change of time and space and try to find out some methods and tactics, at the same time, put forward a method that gives systematic consideration on decision-making. Especially, the new theory and method will tamp the foundation and consummate the frame of the error-eliminating theory.The structure system of this paper is: first to introduce the historical background and relevant definition of decision-making; then to present the theory frame of error-eliminating and pave the way to follow-up chapters; the following chapter is core content of this paper: first of all, the relevant definition and characteristics of change of time and space based fuzzy error system are put forward, and then detailed discussions on time delay, mutation, interaction, error category, extreme value of error system and transformation words of error system are conducted. By doing such exploration, it gives a systematic method to exploit decision-making.
