Transformation Of Local Government And The Farmers' Relations Research

It is a basic problem to the development of rural society in the period of transformation that a new relationship is established between the grass-roots government and peasants. At present, the relationship becomes tenser and tenser, the antagonism strengthener and strengthener between both sides. These embody in the two aspects: the confliction appears between grass-roots government and peasant in the aspect of their interest; the grass-roots government cannot suit for the peasant's requires in administrative function, administrative pattern, administrative means and administrative concept by far.The reasons conclude two hands: one is that the reform of political and executive system lagged behind relatively, the other is that the peasants are not enough immature in the organizational development. So, the below aspects must be considered: the first, the two transformation must be achieved: from commanding government to service government and from traditional peasants to modern citizens; the second, according to the rule of equality and mutual benefit, the connection must be established between the grass-roots government and peasant on the system.
