Local Government Function Transformation In Grass-roots Social Governance

The party’s eighteen Third Plenary Session proposed the overall goal of "quickly establish a scientific and effective grass-roots social governance system, to early achieve a society full of vitality, harmonious and orderly". Plenary session clearly pointed out that we should innovate grass-roots social governance, enhance the level of grass-roots social governance and improve the grass-roots social governance method, which indicate that our party put forward higher standards and requirements on grass-roots social governance. China is currently in the acceleration of economic and social transformation, the economic system, social structure and interest pattern have undergone profound changes and adjustments; Social problems of social conflicts, social potential risks and social stability have become increasingly prominent, which brings severe challenges and tests to the grass-roots social governance. There are many problems exist in the grass-roots social governance, which seriously impact on the achievement of grass-roots social governance effect. Social pluralistic governance mainstay is not mature, in the process of grass-roots social governance, the government is both the subject of reform, and the object of reform. Thus, in the grass-roots social governance process, conducting a study on the positioning and transformation of local government function has a profound theoretical and practical significance. In this paper, Chaoyang District government in Changchun city is the object of study, combined with the experience and the existing problems of grass-roots social governance in Chaoyang District of Changchun City, the countermeasures are eventually proposed.This article summarized the mode of "one grid three members", "humanization, gridding, informatization, legislation" and the "community 1+ 4 " in Chaoyang District of Changchun City, and also analyzed the existing problems in the current social governance of Chaoyang District in Changchun City, and it suggests that function between Changchun municipal government and the Chaoyang District government is not clearly demarcated, street office’s job is complex and has no real power, and the "center of gravity down" does not comply with the transformation direction of government function, and also the related legal. In addition, urban community resident committee is unclear with its position and the township government’s financial investment is not enough on the construction of rural community committee. Public service functions provided by the township people’s government is absent on grass-roots social governance. I believe that, to optimize the work of grass-roots governance, we must transform the function of Chaoyang District government, separate the power of city, district and Street reasonably, establish power-limited government and purchase social services. Furthermore, we should also restore the autonomous status of the community, strengthen the popular participation, increase the financial investment and develop social organization.
