Research On The Role Of Grass-roots Government In The Refiorm Of Shantytowns

As a major project to improve people's livelihood and urban construction,housing demolition and new construction of old cities are only the first step.How to do a good job of employment security and resettlement after shantytowns reform,solve the problem of increasing living costs and affecting the living standards of low-income people after shantytowns reform,and what ways to help residents adapt to the new living environment as soon as possible are all follow-up work planned by the grass-roots government.And the focus of policy making.As the first responsible person in shantytown reconstruction,grass-roots governments should play a leading role in coordinating housing demolition and land expropriation,project quality control,project progress supervision,and coordinating the interests of all parties to achieve win-win cooperation.So how to play a leading role and what kind of policies should be adopted is a great challenge for grass-roots governments at all levels.In the actual implementation of the shed reform,conflicts of interest between all parties occur from time to time.Serious situations even lead to social events,which are not conducive to social stability,and also bring great damage to the credibility of the government.Based on the study of the present situation of shantytown reconstruction in Mizhou Street of Zhucheng City,this paper analyses the problems existing in the process of shantytown reconstruction by the grass-roots government,such as the insufficient source of funds,the difficulty of levying compensation for shantytown,the rising cost of living of the residents alfter transformation,and the difficulty of property management in the new shantytown reconstruction,etc.,and analyses the causes of the problems from the perspective of the grass-roots government The fund guarantee mechanism for the housing reform is not perfect,the government has failed to meet the diverse needs of residents,the government has insufficient support for the housing reform residents,and the grassroots government has no clear understanding of its own role.By comparing and analyzing the similarities and differences of the roles of the governments in different links in two different transformation modes,this paper puts forward that the government should play an active role in any transformation mode,and innovate the transformation mode,actively introduce market mechanism,promote the cooperation between the government and social capital,and improve the government's policy in shantytown transformation.Finally,combined with the typical model of community management in Zhucheng,the paper puts forward some countermeasures and suggestions to improve the transformation of shanty towns of grass-roots governments,including giving play to the leading role,strengthening the implementation of responsibilities,improving the transformation policy,safeguarding the interests of residents,introducing market mechanism,promoting development cooperation,improving the supervision mechanism,improving the quality of transformation,innovating grass-roots management,implementing villagers' autonomy,and consulting the people extensively.Meaning,unblocked feedback channels and other specific measures.There is still a lack of in-depth theoretical research in this paper.It is necessary to further explore the criteria and criteria for the intervention between grass-roots governments and developers when faced with specific problems,and the coordination and unification between the exercise of power and compliance with the law.
