Study On The Dilemma And Countermeasure Of The Transformation Of The Functions Of Grass-roots Political And Legal Committee In The New Period

The grass-roots political-legal committee is the functional department of the party's leadership at the grass-roots level.With the advancement of the establishment of the national goal of the rule of law and the advancement of the reform of the judicial system,some reform measures have a direct impact on the functioning of the grass-roots political-legal committee.For example,the unified management of the people ' s property of courts and procuratorates below the provincial level has led to traditional leadership and management methods.Not so effective.The relationship between the grass-roots political-legal committee and the political and legal department represented by courts and procuratorates has become more subtle,and the plight of the grass-roots political-legal committee has become even more prominent.Under the background of adhering to and strengthening the party's leadership,we should identify the positioning of the grassroots political and legal committee,explore the direction and path of its reform,and find work models that are consistent with the reform of the judicial system and the construction of a country under the rule of law,in order to consolidate party leadership at the grassroots level and the rule of law.The construction of the project is of great significance.This thesis starts from the logic of practice and uses Y County Politics and Law Committee as a case,combining the interaction between the grass-roots Politics and Law Committee and the political and legal department in practice,using empirical methods such as demonstration and induction,and analyzing the operation of the organization and functions of the grass-roots political-legal committee at various levels.The problems existing in the process,combined with the reform of the judicial system in the new period and the requirements for the construction of a country under the rule of law,put forward suggestions for the transformation of the functions of the grass-roots political-legal committee.This paper is divided into three parts: Introduction,Body,and Conclusion.Among them,the first chapter of the main text is based on the practical requirements of the“offside” of the functions of the grass-roots political-legal committee at the basic level and the reform of the judicial system,and describes the background of the change of functions of the grass-roots political-legal committee.Chapter 2 defines the concept of the Political and Law Committee and the Grass-roots Politics and Law Committeethrough 60 years of history after the founding of the Political and Legal Committee of the People's Republic of China.At the same time,it briefly introduces the scope of duties of the grass-roots political-legal committee and the positioning of the new functions of the Fourth Plenary Session of the 18 th CPC Central Committee..Chapter 3analyzes the problems existing in the process of changing the functions of the grass-roots political-legal committee based on political modernization theory in political science,such as the transformation of legal authority,the unreality of the party ' s organizational leadership,and the inertia of thinking that is strong and stable.Chapter 4addresses the problems from the three levels of the grassroots political and legal committee functional countermeasures,that is,to strengthen the top-level design,provide legal basis and institutional guarantee for the performance of grass-roots political and law enforcement committee;find the orientation of the grass-roots political-legal committee,rationalize and the same level party committee,The relationship between the government and the political and legal department;starting from the three aspects of team building,law enforcement supervision,and the rule of law,start to fulfill their duties.
