Information law is made to regulate information activities, as information activities are different from other kinds of activities of man, ie, they are wide-ranging, world-widespread and varied and much uneasier to be regulated, it is required that the information law embody information ethical value to make information law have good effect on information activities. To embody information ethical value these three aspects are necessary : first, information law has a information ethical purpose ,ie, a purpose to protect civilians' information right and the regular development of information society; second, information law should protect and be targeted on these three kinds of its basic information ethical value, ie, the freedom of information propagation, the equality of information subject and the justice of information activity; last, in the prosess of enforcement of the information law, its basic information ethical value should be preserved by the legislators' correct information ethical yardstick, the judge' right adjudication according to information ethical value and the observers' conscious of information ethical value.Only these three aspects are not diverged from basic information ethical value, that is ,the static information law has information ethic value and the dynamic information law keep its value ,can information law be good law, and have effective regulation on information activities.
