For over four hundred years under the Portuguese rule, Macao government failed to maintain the public interests of Macao effectively. The citizens always complained about the qualifications and service standards of the civil servants. However, the government just ignored all the complaints. For a long time, the government didn't provide the civil servants effective training so that their service standard was low.Until 1987,when the Sino-Portuguese Joint Statement was signed, and Macao entered the period of transition, did Macao government begin its systematic training for the civil servants.Since December 20 of 2000, Macao SAR was set up, the former government has become the history of Macao, but the problems it has left have still affected the work of the SAR. As most of the civil servants came from the previous government, and their qualifications represent the abilities of the SAR. So training a highly effective team of the civil servants is essential. Moreover, now that the people of Macao manage Macao and become the master of Macao, the citizens expect the civil servants to do better in their work.Therefore, to deal with the challenges of the new century and achieve the objectives of being excellent, the SAR government has paid great attention to the development of human resources. And human resources should be trained by providing continuous study, so life-long education has become the focus of modern education. Everybody should keep on studying all their life. In order to improve the government's efficiency, firstly, it's high time that the government established an effective life-long educational system for the civil servants. Secondly, set up a new type of learning organization with common ideals as well as the spirit of an open-minded and co-operative team among the civil servants. Thirdly, develop an effective evaluation system to evaluate the training by making use of modern evaluation tools. Fourthly, make full use of training resources internally and externally. Fifthly, to form a highly effective clean government with openness and fairness, cultivate all the civil servants to perform their official duties honestly. In the meantime, train the senior officials' abilities in the public administration. At last, foster a group of professional teachers with good teaching skills to take part in the adult education so that the students' enthusiasm of learning can be stimulated and the good result of training can be achieved.Now, as the SAR government regards the modernization of the public administration as one of the important ways to manage Macao, a series ofpolitical reformations are underway. Meanwhile, a lot of new training courses are opened to the civil servants. As a professional trainer, we should show concern with it. However, up to now the research on the above topic has all been done in the aspect of Public Administration. So 1 hope my study can combine my knowledge in Adult Education and Public Administration together with my experience so that the paper will be able to give some useful ideas on how to improve the mode of training for the SAR civil servants after handover. By using another method, I wish the paper would bring about something new.
